Who creates these puzzles? Almost anyone from any walk of life and all over the world. They have 14- and 15- year olds submitting puzzles. Mark Legasse, the editor, talks about the construction of a crossword puzzle, like an engineering project- It starts with a basic design and usually proceeds step-by-step. However some puzzle makers start filling in the empty cell pattern and start filling it in without a plan at all.
